VPI-Managed Birth to 3 Program

The Early Intervention Program of Outagamie and Winnebago Counties (Birth to 3 Program) is managed by Valley Packaging Industries of Appleton, WI, through a contract with Outagamie and Winnebago Counties. When you call the Birth to 3 Program, you may be surprised when the receptionist answers "Valley Packaging Industries," but rest assured, you have reached the right number!

Valley Packaging is an ideal company to manage the Birth to 3 Program. The mission of VPI is to ensure that all people who have a disability receive services based on their individual needs and wants. This fits perfectly with the mission of the State of Wisconsin's Birth to 3 Program. Valley Packaging was created in 1956 to provide vocational training and work opportunities for people with disabilities. Today, VPI provides many services including the early intervention Birth to 3 Program. These include things like:

Therapists, Social Workers & Special Education Resources

The Early Intervention Program office is housed at the Brewster Street location of VPI in Appleton and provides services to eligible children ages birth to 3 who have developmental delays or disabilities. Staff includes occupational, physical, and speech therapists, special education teachers, service coordinators, social workers, nutritionists, and administrative staff. All early childhood services are provided in the child's natural environment rather than a clinic or school setting.
